The documentation is now kept in docbook format. We use "xmlto" to do the formatting. It is at http://cyberelk.net/tim/xmlto/.

xmlto rudely is unhelpful about working on Debian.

As if the Debian Stable folks are responsible for the fact that the Docbook people change their toolsets and DTD files faster than most of our underwear, while Debian stable attempts to avoid this kind of thing. One can install files from Debian unstable, but as long as /etc/xml and /usr/share/xml/docbook gets filled, you are fine.

There is a tar.gz file at rsync://anoncvs.openswan.org/rootfstar/xmlbook.tar.gz. Extract it to /, it writes things to /etc/xml and /usr/share/xml/. RedHat systems do not need this.
